Disability data in public health captures information on an individual’s functional limitations to help public health agencies understand the prevalence of disabilities, identify community needs, and assess how reportable and emerging conditions affect people with different disability types.
Accurate disability data in public health surveillance has not historically been collected in a standardized way across conditions, if collected at all. CSTE and the Data Standardization Workgroup (DSWG) agreed that a standard method of collecting this data should exist for all conditions when disability information is known or applicable, and developed standardized definitions and minimum core disability categories for the following core data elements within the Disability Data Class:

Type of disability (vision, hearing, mobility, cognition, self-care, independent living, communication, or intellectual/developmental). |

Indicator representing whether or not the person had the disability in the corresponding instance of the repeating group. |

This document was developed by the DSWG, a workgroup within CSTE’s Surveillance Practice and Implementation Subcommittee (SPIS), as part of a broader data harmonization effort conducted in partnership with the CDC. These recommendations support consistent, high-quality data exchange through the identification of “core” surveillance data elements—those that apply across multiple conditions for use in case notifications to CDC—and standardization of those data elements, including definitions, value sets, structure, and interpretation guidance.
